Uttar Pradesh Government has announced a new selection policy for outsourcing recruitment via UP Outsource Seva Nigam. Selection will be based on a 100-mark merit system with local resident weightage and interview removal for Group C & D posts.

The Government of Uttar Pradesh has introduced major reforms for recruitment and salary systems of outsourced employees across state departments. Under the newly established Uttar Pradesh Outsource Seva Nigam (UPOSN), all future recruitments for outsourced posts will follow a transparent 100-mark merit-based evaluation system. Notably, interviews for Group C and Group D outsourced positions have been completely eliminated.

- 100-Mark Merit System: Selection will be strictly based on candidate merit evaluated out of 100 total marks.
- No Interview for Group C & D: Interviews have been abolished to ensure fair and speedy selection.
- Local Youth Preference: Candidates residing in the concerned district will get 15 extra marks weightage.
- Special Preference for Women: 10 marks reserved for special category women (Widows, Divorced, and Abandoned women).
- Registration via Sewayojan Portal: Candidates will be picked from registered profiles on the UP Sewayojan Portal.

The 100-mark merit criteria for UP Outsourced posts is distributed as follows:

Shortlisting & Selection Process
The recruitment process will be managed through the official UP Sewayojan Portal. The selection ratio will be as follows:
- For Single Vacancy (1 Post): Top 5 candidates in order of seniority/merit will be shortlisted for the selection process.
- For Multiple Vacancies (2+ Posts): 3 times candidates per vacancy will be called (minimum 10 candidates shortlisted).
Reservation & Monitoring Framework
Standard statutory reservation policy will strictly apply for SC, ST, OBC, EWS, Persons with Disabilities (PwD), Women, Dependents of Freedom Fighters, and Ex-Servicemen. Monitoring committees are established at the State, Division, and District levels to oversee service conditions and prevent irregularities.
Agency Hiring via GeM Portal
Outsourcing agencies will be engaged via the Government e-Marketplace (GeM) for a minimum period of 3 years. A tripartite agreement will be signed among the Corporation, Department, and Agency. Strict penalties, including blacklisting, will be imposed on agencies found guilty of negligence or malpractices.
