UP Outsource Bharti New Rules 2024: Selection Process, Merit Weightage & Key Guidelines
The Uttar Pradesh Government has introduced a major policy reform for outsourcing employees across state departments. Under the newly established Uttar Pradesh Outsource Seva Nigam (UPOSN), all future recruitments for outsourced staff will be conducted strictly on a 100-mark merit system. Furthermore, interviews for Group C and Group D outsourced posts have been completely abolished to ensure transparency and fairness.
Key Highlights of UP Outsource Recruitment Rules
- No Interview: Selection for Group C and Group D outsource vacancies will be strictly merit-based; no interviews will be conducted.
- Preference to Local Youth: Candidates residing in the native district of the vacancy will receive a direct weightage of 15 marks.
- Priority for Special Category Women: Widowed, divorced, and destitute/abandoned women will get up to 10 marks priority.
- Sewayojan Portal Integration: Candidate shortlisting will be managed through the official UP Sewayojan Portal.
- Reservation Rules: Standard reservation benefits for SC, ST, OBC, EWS, PwD, Ex-Servicemen, and Women will be applicable as per state norms.
Breakdown of 100-Mark Merit Evaluation Criteria
The final merit list for UP Outsource jobs will be prepared based on the following distribution of 100 total marks:

Shortlisting and Agency Selection Guidelines
Departmental officials will select candidates from the registered database on the Sewayojan Portal:
- For a single vacant post, five candidates will be shortlisted in order of seniority.
- For two or more vacancies, three times the number of candidates (minimum 10) will be called for the selection process.
- Outsourcing agencies will be engaged via the Government e-Marketplace (GeM) for a minimum period of 3 years.
- Strict penalties and blacklisting measures are mandated if any agency engages in malpractice or negligence.
- Monitoring committees have been set up at State, Divisional, and District levels to supervise candidate selection and service conditions.
