UP Outsource Bharti New Policy 2024: Merit-Based Selection & Preference for Local Candidates
The Government of Uttar Pradesh has introduced a standardized policy for the recruitment and remuneration of outsourced employees across government departments. Under the newly established Uttar Pradesh Outsource Service Nigam (UPOS), recruitments will be conducted transparently based on a 100-mark merit system, completely abolishing interviews for Group C and Group D positions.

- 100-Mark Merit Criteria: Selection will strictly follow a 100-point merit evaluation.
- No Interview: Interview requirements for Group C and Group D posts have been removed.
- Weightage for Local Youth: Candidates residing in the same district will receive a 15-mark weightage.
- Preference for Special Category Women: Widowed, divorced, and abandoned women will receive up to 10 additional marks.
- Higher Qualification Weightage: Educational qualification higher than the minimum required will award up to 25 marks.

Candidate Selection & Agency Guidelines
According to department officials, candidates will be selected using data provided through the state's Sewayojan Portal. For a single vacancy, five candidates in order of merit will be shortlisted. For multiple vacancies, three candidates per vacancy (with a minimum of 10 candidates) will be processed.
Recruitment agencies will be contracted through the Government e-Marketplace (GeM) portal for a minimum period of 3 years. State, division, and district-level committees have been formed to monitor service compliance and prevent malpractice by agencies.
Reservation Policy Applicable
Standard state reservation rules for SC, ST, OBC, EWS, PwD, Women, Dependents of Freedom Fighters, and Ex-Servicemen will be fully applicable in all outsourced recruitments.
