UP Outsource Bharti New Rules 2024: Selection via 100 Marks Merit, Interview Removed for Group C & D
Uttar Pradesh Government has released new guidelines for outsource recruitment under UP Outsource Seva Nigam (UPOSN). Selection will be based on a 100-mark merit system with 15 bonus marks for local candidates.

UP Outsource Bharti 2024: New Rules and Selection Process Announced
The Uttar Pradesh Government has introduced a new system for hiring and remuneration of outsource employees across various government departments. Under the newly established Uttar Pradesh Outsource Seva Nigam (UPOSN), all outsource recruitment for Group C and Group D posts will be conducted based on a 100-mark merit system, completely eliminating the interview process.
Key Highlights of UP Outsource Recruitment Rules
- No Interview: Interviews for Group C and Group D outsource posts have been abolished.
- Weightage for Local Youth: Local residents of the respective district will receive a 15-mark weightage in the merit list.
- Priority to Special Category Women: Widows, divorced, and abandoned women will get priority with up to 10 designated marks.
- Sewayojan Portal Integration: Candidate selection will be executed through names registered on the official Sewayojan portal.
- Reservation Applicable: Standard reservation rules for SC, ST, OBC, EWS, PwD, Ex-Servicemen, and dependents of Freedom Fighters will strictly apply.
Merit Distribution (Total 100 Marks)
The selection merit list will be prepared out of 100 marks distributed as follows:

Candidate Selection Ratio & Agency Selection
According to departmental officials, candidates will be invited from the Sewayojan portal in the following ratio:
- For a single vacant post, 5 candidates in order of seniority will be included in the selection process.
- For two or more posts, 3 times the number of candidates (minimum 10 candidates) will be shortlisted per post.
- Outsourcing agencies will be hired through the Government e-Marketplace (GeM) portal for a minimum period of 3 years. Penalties and blacklisting provisions are included for negligence.
