The Government of Uttar Pradesh has announced a major policy reform for the recruitment and remuneration of outsource employees in state departments. Under the newly constituted Uttar Pradesh Outsource Service Corporation (UPOES), all future outsource recruitments will be conducted on a 100-mark merit evaluation system. The requirement of interviews for Group C and Group D posts has been officially removed to ensure transparency.

Candidate Shortlisting & Selection Process
Departmental candidates will be selected from names registered on the official Sewayojan Portal (sewayojan.up.nic.in). For a single vacant post, five candidates in order of seniority will be included in the selection process. For two or more vacancies, three candidates per post will be shortlisted, subject to a minimum of 10 candidates.
Outsourcing Agency Norms & Monitoring
Agencies providing outsource manpower will be selected through the Government e-Marketplace (GeM) portal for a minimum contract period of three years. A tripartite agreement will be signed between the Corporation, the concerned department, and the selected agency. Monitoring committees at State, Divisional, and District levels have been established to oversee employee service conditions and prevent irregularities.
