The Government of Uttar Pradesh has introduced a major policy reform regarding the recruitment and remuneration of outsourced employees across state departments. Under the newly established Uttar Pradesh Outsource Seva Nigam (UPOSN), all future recruitments for Group C and Group D outsourced posts will be conducted based on a 100-mark merit system. Interviews for these categories have been completely abolished to ensure transparency and eliminate favoritism.
Key Highlights of UP Outsourcing Recruitment Rules
- No Interview: Selection for Group C and Group D outsourced posts will be purely merit-based; no interview will be conducted.
- Preference for Local Candidates: Job seekers residing in the candidate's respective home district will receive a 15-mark weightage in the merit evaluation.
- Priority for Women in Special Categories: A total of 10 marks are earmarked for special category women, prioritizing widows first, followed by divorced women, and abandoned women.
- Registration Mandatory on Sewayojan Portal: Candidates will be shortlisted directly from the registered database on the official UP Sewayojan portal.
- Strict Monitoring & Penalties: Outsourcing agencies failing to comply with rules will face financial penalties and blacklisting via the Government e-Marketplace (GeM) portal.

The final merit list for UP Outsourced posts will be prepared strictly based on the following distribution of 100 marks:

Selection Procedure & Shortlisting Ratios
As per departmental officials, candidates will be called for the selection process directly from the names provided by the UP Sewayojan portal according to seniority and merit:
- For Single Vacancy (1 Post): Top 5 candidates in the seniority list will be called for the screening/verification process.
- For Multiple Vacancies (2 or more Posts): Candidates equal to 3 times the number of posts will be called, with a minimum threshold of 10 candidates.
Reservation Rules & Monitoring Framework
Standard state reservation guidelines will strictly apply to outsourcing recruitments. Reserved categories including Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), Economically Weaker Sections (EWS), Persons with Disabilities (PwD), Women, Dependents of Freedom Fighters, and Ex-Servicemen will receive benefits as per state regulations.
To oversee compliance, remuneration, and service conditions, monitoring committees are being set up at the State, Divisional, and District levels.
