Uttar Pradesh government has implemented new rules for outsourcing recruitment through UP Outsource Seva Nigam (UPOS). Selection will be strictly merit-based out of 100 marks with weightage for local youth and special female categories.

UP Outsource Recruitment New Guidelines & Selection Process
The Uttar Pradesh State Government has established a new system for the recruitment and remuneration of outsource employees under the Uttar Pradesh Outsource Seva Nigam (UPOS). Under these updated norms, selection for outsource posts will be conducted based on a 100-mark merit system, completely eliminating interviews for Group C and Group D positions.
Key Highlights of UP Outsource Bharti Rules
- No Interviews: Interview requirement has been abolished for Group C and Group D outsource posts.
- Weightage for Local Candidates: Job seekers residing in the candidate district will receive 15 weightage marks.
- Priority for Special Female Categories: Special preference is given to widowed (1st priority), divorced (2nd priority), and abandoned women (3rd priority) with up to 10 dedicated marks.
- Selection via Sewayojan Portal: Candidates will be shortlisted directly from registered profiles on the UP Sewayojan portal.
- Reservation Rules Apply: Standard reservation policies for SC, ST, OBC, EWS, PwD, Women, Ex-Servicemen, and Freedom Fighter dependents will be strictly implemented.

Shortlisting & Selection Ratio
According to official details, candidates registered on the Sewayojan portal will be called in the following ratio:
- For Single Post: Top 5 candidates in order of merit/seniority will be included in the process.
- For 2 or More Posts: 3 times the number of candidates per post will be shortlisted (minimum 10 candidates overall).
Agency Selection & Oversight
Outsourcing agencies will be chosen via the Government e-Marketplace (GeM) portal for a minimum term of 3 years. Committees at the state, division, and district levels will monitor the recruitment and service management of employees. Strict action, including fines and blacklisting, will be taken against agencies engaging in irregularities.
