The Uttar Pradesh state government has implemented a new system for the recruitment and remuneration of outsourced employees through the Uttar Pradesh Outsource Seva Nigam (UPOSN). Under this new policy, recruitment for Group C and Group D posts will be conducted purely based on a 100-mark merit list, completely eliminating interview process.

100-Mark Merit Calculation Breakdown
The selection of candidates for outsourced positions will be determined according to the following point distribution:
- Written Examination (50 Marks): Maximum 50 marks will be allocated based on performance in the written test.
- Higher Educational Qualification (25 Marks): Candidates holding educational qualifications higher than the minimum required eligibility will receive up to 25 additional marks.
- Local Resident Priority (15 Marks): Candidates belonging to the same local district where the job location is situated will receive 15 weightage marks.
- Special Category Women Preference (10 Marks): A special weightage of 10 marks is allocated for priority women categories:
- 1st Priority: Widow women
- 2nd Priority: Divorced women
- 3rd Priority: Abandoned / Deserted women
Abolition of Interviews & Sewayojan Portal Integration
Interviews for Group C and Group D outsource positions have been completely abolished to ensure transparency and efficiency. Candidates will be sourced directly through the state's Sewayojan Portal.
- For a single vacant post, top 5 candidates in seniority order will be called for the process.
- For 2 or more vacant posts, 3 times candidates per post (minimum 10 candidates) will be included in the selection process.
Reservation & Regulatory Measures
Standard reservation policies of the state will apply to outsource recruitments, including benefits for SC, ST, OBC, EWS, Divyangjan, Women, Dependents of Freedom Fighters, and Ex-Servicemen. Agencies supplying manpower will be selected via GeM portal for a minimum of 3 years. Strict penalties and blacklisting provisions have been laid out for agencies failing to meet standards.
