UP Outsource Recruitment Rules 2024: Merit-Based Selection & No Interview for Group C & D Posts
Uttar Pradesh government has announced new rules for outsourcing recruitments through UP Outsource Seva Nigam. Selection will be based on a 100-mark merit criteria with no interviews for Group C and D posts.
UP Outsource Bharti New Policy & Selection Rules Announced
The Uttar Pradesh government has implemented a new system for the recruitment and remuneration of outsourced employees across state departments under the Uttar Pradesh Outsource Seva Nigam (UPOSN). The selection will now be strictly merit-based out of 100 marks, eliminating interviews for Group C and Group D outsourced positions.
Key Highlights of UP Outsource Recruitment Policy
- No Interview: Interviews for Group C and Group D outsourced posts have been completely abolished.
- Weightage for Local Candidates: Local residents of the respective district will get a 15-mark weightage in the merit calculation.
- Preference for Women: Special category women (Widow, Divorced, and Deserted women) will receive up to 10 marks weightage.
- Higher Qualification Marks: Candidates holding higher educational qualifications than required will get up to 25 extra marks.
- Agency Selection: Outsourcing agencies will be selected through the Government e-Marketplace (GeM) for a minimum period of 3 years. Strict penalties and blacklisting provisions are included for agency default or misconduct.

Selection Process & Reservation Rules
As per departmental officials, candidate selection will be processed through the Sevayojan Portal. For a single vacant post, five candidates in order of seniority will be shortlisted. For two or more posts, three times the number of candidates (minimum 10) will be called.
Standard reservation rules (SC, ST, OBC, EWS, Persons with Disabilities, Ex-Servicemen, and Dependents of Freedom Fighters) will be strictly applicable to all outsourced recruitment drives.
