The Uttar Pradesh government has introduced a new framework for the recruitment and remuneration of outsourcing employees under the Uttar Pradesh Outsourcing Seva Nigam (UPCOS). Under the new policy, all recruitment for Group C and Group D outsourcing posts will be done strictly on a merit basis, completely eliminating the interview process.
Key Highlights of UP Outsourcing Selection Process
- No Interview: Selection for Group C and Group D outsourcing posts will have no interview round.
- 100 Marks Merit System: Selection will be prepared out of a total of 100 merit marks.
- Weightage for Local Candidates: Local residents of the concerned district will get 15 bonus marks.
- Special Preference for Women: Special categories of women (widows, divorcees, and deserted women) will get up to 10 marks weightage.
- Shortlisting Portal: Candidates will be shortlisted from the Sewayojan Portal (sewayojan.up.nic.in).

Candidate Shortlisting Ratio & Reservation
As per the departmental guidelines, candidates will be called through the Sewayojan portal in the following ratios:
- For Single Vacancy: Top 5 candidates in order of seniority/merit will be shortlisted.
- For Multiple Vacancies: 3 candidates per post will be shortlisted (minimum 10 candidates).
- Reservation Policy: Mandatory reservation applicable for SC, ST, OBC, EWS, PwD, Women, Dependents of Freedom Fighters, and Ex-Servicemen.
Agency Selection & Monitoring
Outsourcing agencies will be selected via the Government e-Marketplace (GeM) portal for a minimum period of 3 years. State, division, and district-level committees have been constituted to monitor recruitment and service conditions.
