The Uttar Pradesh State Government has introduced a major policy update for outsourcing employee recruitment and remuneration. Under the newly established Uttar Pradesh Outsourcing Service Corporation (UPOES), all outsourcing hiring for Group C and Group D posts will now be conducted purely on a 100-mark merit basis, completely eliminating interviews.

- Abolition of Interviews: No interviews will be conducted for Group C and Group D outsourcing posts.
- 100-Mark Merit Scheme: Selection will strictly be determined using a 100-mark weightage system.
- Preference to Local Candidates: Local residents of the concerned district will get 15 additional marks.
- Priority for Women: Widows, divorced, and abandoned women will get up to 10 preference marks.
- Weightage for Higher Qualifications: Candidates with qualifications above the minimum requirement get up to 25 marks.

Selection Process & Reservation Guidelines
Candidate selection will be routed through the official Sewayojan Portal. For a single post, five candidates in order of merit will be called for processing. For two or more posts, candidates equal to three times the vacancy count (minimum 10 candidates) will be selected for processing.
Standard state reservation guidelines will be strictly implemented for SC, ST, OBC, EWS, Divyangjan, Women, Freedom Fighters, and Ex-servicemen candidates. Outsourcing agencies will be onboarded via GeM (Government e-Marketplace) for a minimum 3-year term with strict penalty clauses for non-compliance.
