The Uttar Pradesh state government has implemented a new policy for outsourcing employee recruitment and remuneration management through the Uttar Pradesh Outsourcing Seva Nigam (UCOS). Under these new guidelines, recruitment for Group C and Group D outsourced posts will be conducted transparently based on a 100-mark merit system, completely eliminating interviews for these categories.
Key Highlights of UP Outsourcing Recruitment Policy
- Interview Abolished: No interviews will be conducted for Group C and Group D outsourcing posts.
- Preference for Local Youth: Candidates belonging to the same district as the vacancy will receive a weightage of 15 marks.
- Priority for Special Category Women: Widows, divorced, and deserted women will get preference with up to 10 extra marks.
- Selection via Sewayojan Portal: Candidates will be selected from the pool registered on the official Uttar Pradesh Sewayojan portal.
- Strict Action on Agencies: Outsourcing agencies failing to meet standards or committing irregularities will face penalties and blacklisting. Agencies will be selected through the GeM portal for a minimum tenure of 3 years.

Selection Procedure & Reservation Norms
As per the departmental directives, candidate names will be pulled from the Sewayojan Portal. For a single vacancy, five candidates in order of seniority/merit will be called for processing. In cases of two or more vacancies, three times the number of candidates per post will be shortlisted (minimum 10 candidates).
Reservation rules for SC, ST, OBC, EWS, PwD (दिव्यांगजन), Women, Dependents of Freedom Fighters, and Ex-Servicemen will be strictly implemented as per state government regulations. Committees at State, Divisional, and District levels will oversee employee welfare and service management.
