The Uttar Pradesh State Government has implemented a new policy framework for recruitment and wage management of outsourcing employees across government departments. Under the newly constituted Uttar Pradesh Outsourcing Seva Nigam (UPOSN), recruitment for Group C and Group D posts will now be conducted strictly on a 100-mark merit evaluation basis, abolishing interviews completely.

- Abolition of Interviews: Interview requirements for Group C and Group D outsourcing posts have been permanently removed.
- 100-Mark Merit System: Selection will be based on a standardized 100-point merit evaluation.
- Bonus Weightage for Local Candidates: Local residents of the candidate's respective district will receive a 15-mark weightage.
- Special Category Women Priority: Widows, divorced, and abandoned women will receive up to 10 preference marks.
- Sewayojan Portal Integration: Candidate shortlisting will be managed through the official UP Sewayojan portal database.

Candidate Shortlisting & Selection Ratio
According to official directives, candidate names will be drawn directly from the Sewayojan portal in order of seniority:
- Single Post Vacancy: Top 5 candidates in seniority order will be called for evaluation.
- Multiple Vacancies (2+ posts): Candidates equal to 3 times the total vacancies will be called (minimum 10 candidates required).
Agency Selection & Reservation Directives
Outsourcing manpower agencies will be selected through the Government e-Marketplace (GeM) portal for a minimum period of 3 years. Strict penalty clauses and blacklisting mechanisms have been instituted for non-compliant or negligent agencies. Furthermore, reservation quotas for SC, ST, OBC, EWS, Divyangjan, Women, Freedom Fighter Dependents, and Ex-Servicemen will be mandatorily enforced.
